Act on Promotion of Information and Communications Network Utilization and Information Protection

Article 50-2 (Prohibition of Unauthorized Collection of Email Addresses, etc.) No one shall collect email addresses using a program or other technical device that automatically collects email addresses from an internet homepage without the prior consent of the internet homepage operator or administrator.
No one shall sell or distribute email addresses collected in violation of Paragraph 1.
No one shall use email addresses that are prohibited from collection, sale, or distribution under Paragraph 1 and 2 for transmitting information, knowing that they are so prohibited.

Article 74 (Penal Provisions) Any person who falls under any of the following subparagraphs shall be punished by a fine not exceeding 10 million won:
A person who displays, sells, or exhibits for sale in violation of Article 8 (4).
A person who distributes, sells, leases, or publicly displays obscene codes, words, sounds, images, or videos in violation of Article 44-7 (1) 1.
A person who repeatedly sends codes, words, sounds, images, or videos that cause fear or anxiety to another person in violation of Article 44-7 (1) 3.
A person who takes technical measures in violation of Article 50 (6).
A person who transmits commercial information in violation of Article 50-8.
A person who collects, sells, distributes, or uses email addresses for information transmission in violation of Article 50-2.
A person who transmits commercial information in violation of Article 50-8.
A person who fails to report changes in registered matters or the transfer/acquisition of business, or merger/inheritance in violation of Article 53 (4).
